This paper is proposing an alternate hypothesis to gravity due to dark matter. The new quantum properties proposed are: Spacetime is being created in the vast voids of the universe. Spacetime is absorbed within stars in galaxies. The result is spacetime flowing into galaxies. The mechanics of the proposed flow gravity is discussed in great detail with diagrams and mathematics. The inflowing spacetime offsets the tangential inertia of a star resulting in ab orbital motion of that star. The predictions of flow gravity are compared to observations at various cosmological scales: at galactic, at solar system, at the Moon's orbit, and at spacetime flowing towards a neutron star. Flow gravity will not change the mathematical results of Newtonian gravity in the solar system, but it will explain the actual mechanism of gravity.

In the author’s model of low-energy quantum gravity, the gravitational interaction of bodies arises as the effect of screening in a sea of superstrongly interacting gravitons. Newton's constant can be calculated as a statistical parameter of the repeated interaction of bodies with gravitons. Small vacuum effects in the model, caused by a new type of interaction -photon-graviton - may have major implications for cosmology. The ones are reviewed here and compared with cosmological observations; this is a self-review of author's works in this approach. The constancy of the ratio $H(z)/(1+z)$ in this model is consistent with observations of the Hubble parameter $H(z)$.Cosmological redshift is a local quantum effect caused by head-on collisions of photons with gravitons, while the additional dimmingof distant objects and diffuse cosmic optical background supposedly detected by the New Horizons mission are due to non-head-on collisions. For very soft radiation, the additional relaxation factor is calculated. Since this factor must have different values for soft and hard radiation, the distance modulusin this model must be a multi-valued function of the redshift. The Hubble tension is discussed in this context. The considered quantum effects are beyond the scope of the standard cosmologicalmodel. These small effects can describe cosmological observations in a very elegant and unified manner without dark energy andcosmological expansion. Graviton-graviton interactions can lead to the formation of virtual gravitons with very low mass, which maybe candidates for the role of dark matter particles.

Since first action at Big Bang the universe is determined by spacetime-vacuumstructures, not by matter. Material atomic structures of hydrogen molecules or other chemical elements or particles like quarks, gluons and leptons only deviate from the basic, important concepts of nature: spacetime. This concept is an energy-structure, which lies at the base of all existing objects and interactions which are described over matter structure. So this description via General Relativity nowadays leads to the thinking of underlying spacetime-structure as the real thing, which describes the important forces of universe in first line. The existence of matter floating on space-time only distracts from the true basic description of the real world and feigns importance where only irritation exists. Natural philosophers like Cosmologists and spacetime physicists should therefore concentrate on the fundamentals that a vacuum structure of space-time provides for the explanation of the existence of the universe and refrain from and abstract from considerations of matter. This situation may lead to a better understanding of the basic structures of a quantum-gravity.

We introduce here a speculative proposal for merging the gauge-gravity duality with theonset of fractal spacetime well above the electroweak scale.
