Modern positional numeral systems suffer from zero code redundancy, making internal data verification impossible. While the classical Fibonacci numeral system features natural redundancy, its level varies drastically across different numbers. To optimize and stabilize this mathematical framework, this paper formulates the Parity Constraint Rule to restrict code redundancy.
