The Hertz-kilogram relationship constant, although obscure, is nonetheless a bona fide constant listed in the National Institute of Standards and Technology's (CODATA values) fundamental constants list[pg.6]. The Hertz-kilogram relationship constant is being used due to its value of (7.372497201 x10^-51 (91)) being very close to the Democritean indivisible unit, Y' (8.134865168 10^-54) It is shown that the 13/12 schematic of U-theory  theoretically calculates the fundamental constants within the uncertainty limits of (NIST) CODATA values ; utilizing twelve dimensionless constants.
