Leibniz's model of relational space-time was the alternative to Newton's absolute space-time proved right by the discoveries of Einstein (a Universe of multiple time clocks) and quantum theory (a Universe of multiple space quanta that carry energy). However, a proper formalism of such model which gets away with the obsolete concept of absolute time and absolute space was never formulated since as Einstein put it, 'if Leibniz was right we have to start science from scratch'. Thus science is still in a middle place, with complex models that as astronomy, u did in the interregnum between Copernicus and Newton uses elements of both models. The concept of cyclical time and the metrics of the 5th dimension, which orders all space-time cycles of the Universe according to its relative length in space and duration in time, straightens up the foundations of a Universe of multiple time clocks, simplifying our understanding of the Universe, and unifying all sciences and systems of nature. This paper introduces the fundamental elements of the model: cyclical time, fractal space, 5D metrics, world cycles and the 'generator equation' of space-time beings, which we call the existential function', to stress the fundamental property of all entities of the Universe, to exist as forms made of relational space-time. We are NOT in a background absolute space and time, but we are made of vital space - space with energy and motion, and time cycles of finite length which determine through the world cycle of the 5th Dimension the duration of our existence (no longer a world line as in 4D physics, as lineal time is substituted by cyclical time which ads a new dimension to the Universe).
