This paper is a partial product based on the research on the Rio Plan without Poverty - PRSM, a strategy aimed at overcoming poverty in the state of Rio de Janeiro. It aims to perform a systematic description of PRSM, analyzing it in the light of social welfare policy, and to present initial outcomes of the state strategy. Studies like these are of importance as they discuss the role of social assistance in solving human needs. Not all the specific needs for overcoming poverty are included in the social welfare policy. They are integrated in several policies and must be understood through different perspectives in order to enhance the impacts of such strategy plans.
