This paper proposes a novel scheduling scheme based on Dezert-Smarandache Theory (DSmT) in an Orthogonal Frequency Division Multiple Access (OFDMA) downlink scenario. The proposed scheme is utilized in a decoupled time/frequency domain packet scheduling framework and allows jointly optimizing both system throughput and fairness. Compared with the proportional fair (PF) scheduling algorithm, the proposed method is able to achieve higher system throughput and lower average packet delay with approximately the same fairness among users. Simulation results verify that the proposed scheme can make a better tradeoff between system throughput and fairness among users than its counterparts.
